RPMI provided all A/E services including interior design, FF&E, Landscape Design and construction administration. The original A/E contract program (prepared by a separate architectural company) was to remodel the existing Memorial Hall and provide an addition to house the court facility and related activities. RPMI at no added cost to the Owner researched the previous program and studied constructing a new court facility on an adjacent open space or a new courthouse on the same site as the existing memorial Hall. RPMI prepared concept schemes that clearly illustrated the benefits and shortfalls of all 3 possible solutions, including cost analysis.

Once again at no added cost to the Owner, it was shown that building new on the same site would result in the best functional court facility and could be accomplished at the same total construction cost.

The final program included 24,720 square feet of new building with limited renovation of the existing City Hall. The new facility includes 5 courtrooms (2 with jury rooms). offices, clerk of court, probation department, assignment and judges offices, library and conference space. Two secure holding rooms are provided for defendants.

RPMI recommended to the Mayor and City Council of Rocky River to pass a resolution to allow for all trades to be bid in one package. No construction manager was required and weekly construction administration meetings were conducted directly with Owner, Architect and one general contractor. This decision not only saved the cost of a construction manager to oversee multiple contracts but also allowed for a clear line of responsibility during construction. The Project was completed with only 3 change orders that total were less then 1% of the contract amount.
